How the OINP Works — The Basics
The Ontario Immigrant Nominee Program allows the Province of Ontario to nominate foreign nationals for Canadian permanent residence based on Ontario's specific labour market and economic needs. An OINP nomination is enormously valuable — it adds 600 CRS points to an Express Entry profile (effectively guaranteeing an ITA from IRCC), and for non-Express Entry streams, it provides a direct pathway to a federal PR application.
The OINP operates in two main categories:

Stream 3 — French-Speaking Skilled Worker Stream

- Completed at least one academic year of full-time study in Ontario
- Currently holding a valid Post-Graduate Work Permit (PGWP) or maintained status

Stream 5 — PhD Graduate Stream

OINP vs Express Entry — Should You Wait for a Federal Draw or Pursue Ontario?
This is one of the most common strategic questions for candidates with CRS scores in the 400–480 range. Federal Express Entry draws have been selective, with many draws targeting specific categories (healthcare, STEM, trades, French language).
